On September 25, Microsoft announced a new generation of Copilot, with **Cowork** for work you delegate, **Code** for building your own apps, and **Autopilot**, an agent that keeps working in the background. The bigger news for small business owners isn't the features. It's the bill.

Chat and Copilot inside Word, Excel, Outlook and Teams stay on the familiar fixed per-user licence. **Agentic work is billed by usage, in Copilot Credits.** Microsoft hasn't published a price per task, and by default new agents are added to your spending policy automatically ([summary of the announcement](https://hellogrowth.ai/en/blog/ai-news-october-2026)). The recommended deadline to review your settings is **December 1**.

For a 10- or 40-person company, that changes AI from a predictable line item into a variable cost that grows with how much your team delegates. Here's what to know.

## Why Usage-Based AI Billing Matters for SMBs

A per-seat licence caps your downside. Usage billing doesn't. An agent that's set to "keep working in the background" can run hundreds of tasks a week without anyone watching the meter. Big enterprises have FinOps teams for this. Most SMBs have an office manager and a credit card on file.

It isn't only Microsoft. Most major AI vendors are moving agent features toward credits, tokens or per-action pricing. Learning to govern usage-based AI now will pay off across every tool you adopt next.

## 5-Point Copilot Cost Check Before December 1

1. **Find out who can create agents.** In the Microsoft 365 admin centre, limit agent creation to a few trained people instead of everyone.
2. **Turn off automatic enrolment of new agents in your spending policy.** Every new agent should be a deliberate decision, not a default.
3. **Set a monthly credit cap and an alert.** Start low, for example the cost of one extra seat, and raise it once you see real usage data.
4. **Pick two or three approved use cases.** For example invoice follow-up, meeting summaries into your CRM, or weekly sales reports. Measure hours saved per dollar of credits.
5. **Assign an owner and a monthly review.** One person reviews the usage report and decides what keeps running. Fifteen minutes a month is enough.

### Quick Test: Are You Ready for Agent Billing?

- Do you know today how many people in your company could launch a Copilot agent?
- If your AI bill doubled next month, would anyone notice before the invoice arrived?
- Can you name one task where an agent has already saved measurable time?

If you answered "no" to two or more, set up your guardrails before you switch on agents.

## Governance Is a Cost Control, Not Bureaucracy

Most owners hear "AI governance" and think of policies and legal reviews. At SMB scale it is simpler: who may use what, on which data, and up to what budget. Those same rules also reduce your data-exposure risk, because fewer unsanctioned agents means fewer tools touching customer information.

This is the work DAOVA does with small and mid-sized businesses: we set up practical [AI governance](https://go.daova.ai/blog), choose and deploy the right agents, and train teams to use them well. For BC employers, eligible AI training can be covered up to 80% through the [B.C. Employer Training Grant](https://www.workbc.ca/plan-career/education-and-training/employer-training-grant) (up to $10,000 per participant).

## The Bottom Line

Copilot agents can be genuinely useful for small teams. But usage-based billing rewards companies that decide upfront what agents are for and how much they may spend. Treat AI spend like any other operating cost: budgeted, owned and reviewed.

**Your action this week:** spend 20 minutes in the Microsoft 365 admin centre. Check who can create agents, switch off auto-enrolment in your spending policy, and set a monthly cap before December 1.
