Among businesses already engaged with AI, **67% have one or more AI solutions in regular use** and another 19% are prototyping. Only 13% rely entirely on off-the-shelf tools ([Pax8 research](https://www.globenewswire.com/news-release/2026/10/12/3378898/0/en/pax8-research-finds-small-businesses-are-building-ai-faster-than-they-can-govern-it.html)). The survey covered the US, UK, Germany and Sweden, not Canada — but the pattern is not border-specific. Here are four numbers that should matter to a BC small business, and what to do about each. ## Number 1: 35% Found "Shadow AI" in the Last Six Months More than a third of AI-engaged businesses discovered unapproved tools, workflows or agents already running inside the company. Someone on the team signed up for a tool, connected an account, and kept going. This is rarely malicious — it is usually an employee trying to get work done faster. **What to do:** ask, don't ban. Run a ten-minute team check: which AI tools does everyone use, for what, and with what data? Bans push usage underground; visibility lets you govern it. ## Number 2: Only 23–45% Formally Review the AI They Build Formal, documented review of internally built AI sits at 23% in the UK, 36% in the US, and at most 45% in Sweden. In other words, most small businesses are shipping automations and agents without a documented check on what they touch or who approved them. **What to do:** keep a simple register. One spreadsheet: tool or agent, what it connects to, who owns it, when it was last reviewed. That is enough to start. ## Number 3: 49% Paid More Than Expected Nearly half of businesses that paid for AI received higher-than-expected bills. Usage-based pricing, add-ons and seat creep add up quietly. **What to do:** set a monthly cap and an alert on every AI subscription before you scale usage, and review the invoice once a month against the cap. ## Number 4: 55% Spend 3+ Hours a Week Fact-Checking AI More than half of decision-makers spend three or more hours a week checking AI output; 7% spend ten or more. That hidden time is the real cost of AI, and it is why "we saved 5 hours" often turns out to be "we moved 5 hours." **What to do:** measure the net saving, not the gross. Track hours saved minus hours spent checking, for one task, for one month. ### Quick Test: Where Is Your Governance Gap? - Can you list every AI tool and agent your team uses, including the ones you didn't approve? - Do you know what each one can access? - Could you produce a record of who approved the last automation you shipped? Two "no" answers means your AI is ahead of your controls — which is exactly where most small businesses are right now. ## The Uncomfortable Part 66% of these businesses believe they will not stay competitive without AI in the next three years, and 65% feel pressure to implement immediately or within six months. That urgency is real. But urgency is also how shadow AI, surprise bills and unreviewed automations get in. The fix is not to slow down. It is to build the control layer at the same time as the tools — inventory, access, review, cost.
